The Pioneer Highlands Civic Association, Inc is a nonprofit organization based in Pontiac, MI.

Background
The Pioneer Highlands Subdivision was owned by James K. Voorheis. The neighborhood encompasses a private beach area, known as the Pioneer Highlands Park. The park area was transferred to the residents of the neighborhood to ensure the upkeep of its environment. In the late 1990s, The Pioneer Highlands Civic Association, Inc was established to facilitate the operations of the park.

Milanna Jones
Jones was appointed to the presidential seat in June 2022 and was re-elected in September 2024. She facilitated the recognition of PHCA as a 501c3 nonprofit organization and increased the number of neighborhood engagement opportunities by coordinating seasonal gatherings for members. With extensive leadership experience in nonprofit management, Jones oversees the organization's strategic direction, engagement programs, and financial efforts, ensuring alignment with the organization's mission and goals. She envisions a vibrant, safe, and welcoming neighborhood that supports unity and the well-being of all residents. Her goal is to promote engagement and beautification of the park and foster a sense of belonging in the Pioneer Highlands subdivision.

James Stange
James Stange, founder of Handyman Jim LLC, joined PHCA in April 2024. James is an experienced Landscape Manager with a proven track record in designing, implementing, and maintaining beautiful, sustainable outdoor spaces. James and his team upkeep the landscape and aesthetics at Pioneer Highlands Park, including weeding, trimming, lawn care, sanitation services, flower and plant maintenance, fall clean up, and snow management. Their expertise will play an active role in the restoration process of Pioneer Highlands Park. James and his team are committed to enhancing the natural beauty of every property they manage.
